The Council of State is a constitutional body in the Italian Republic, provided for in article 100 of the Constitution, which places it among the Government’s auxiliary bodies. Despite being part of the administrative body, the Council of State also has jurisdictional functions in an impartial position with respect to the Public Administration. As an administrative body, the Council of State is the supreme legal-administrative consultancy body of the Executive, and as a legal-administrative body it is responsible for the protection of the rights and legitimate interests of private citizens with regards to the Public Administration.

With a presence throughout Italy and offices in every region, it needed to substantially reduce telephony costs, brought about by a high volume of telephone traffic, and to accelerate communication between staff.
